This short summary leaves out a few bits of Psii's history. One he doesn't have any memory of is that he, like the other ancestors, was actually created by Karkat and sent back in time. The original Alternia, the troll home world, was a peaceful place, until Doc Scratch, a mysterious, (probably) malicious, and (probably) omniscient figure, meddled with its history, rewriting it to create the caste system based on blood color to ensure chaos and aggression among the trolls.
If this sounds confusing, it is. The result of these machinations is that the only world Psii knows is one where oppression and violence are standard.
During Psii's servitude as Helmsman, the Condesce was primarily concerned with exploring the most distant reaches of their universe, which was made possible because of Psii's powers. The Condesce would make first contact with a new civilization, direct the rest of her fleet to destroy whatever race she'd encountered, and move on to the next system. This went on for thousands of years, taking them farther and farther from Alternia.
This military-expansionist philosophy was directly responsible for the Condesce losing her ability to keep her lusus (a troll's guardian creature, and in her case, a Lovecraftian horror from the deeps, whose voice could destroy the entire troll race, save those sharing her blood color) under control. It also gave the trolls left back on Alternia a chance to mount a rebellion. It was hearing about the uprising that made the Condesce rush back to the home planet. To have any hope of getting there in time to quash the rebellion, she directed Psiioniic to push himself to his mental and physical limits to speed the ship home, which he did. Even if the Vast Glub hadn't killed him, this exertion would have.
Personality:
There's not a lot of canon personality to go on, but I think much can be extrapolated from what canon does provide, especially since we know descendents reflect the basic personality of their ancestors.
We know that Psii was inspired to rebel by the teachings of the Sufferer/Signless, which tells me he had a sense of individuality and pride, despite being born into a caste close to the bottom of the hemospectrum, and one which was traditionally enslaved, exploited for its psychic gifts. It also seems probable that he believed in Signless's message of equality and peace, and was optimistic enough to think they could change the world. He's canonically described as "a mage of unequaled telekinetic ability," and I think he would've been confident, even cocky at times (much like his descendent Sollux can be). Also like Sollux, the converse is true, and at other times, Psii can fall into self-loathing. With so much ammunition he can use against himself, especially during and after his captivity and his indirect responsibility for the genocide of other species, this is as hard to break free from for him as it is for his descendent. Because of his pride, he tries not to let on when he's going through these internal struggles. The powers their caste confers are a double-edged sword, and if the volatility that balances Psii's psychic gifts evened out some, comparatively, by the time the Sufferer's rebellion was put down, it's because he was older, and because he embraced a philosophy that was a departure from the violence of troll society.
I think it can also fairly be assumed that, as a Gemini, Psii has a tendency toward extremes of logic and emotions. However, this has been severely tempered by his centuries of forced labor in service of the very power he once rebelled against, to the point where he doesn't really recognize troll emotions anymore. This isn't to say he doesn't feel them; it's more that they genuinely do not compute, and in Death City, where he'll finally be free, I think he'll find them confusing and distressing at first.
I think that, while never losing his sense of himself, Psii forced it deep into the recesses of his consciousness, to avoid the punishment that would surely come swiftly if he let slip any sign of insubordination. Because of this, he's lost the habit of using the personal pronoun when he speaks or types: he wasn't supposed to think for himself. Thousands of years as what amounted to a cybernetic hybrid of a spaceship and troll have taken their toll on his psyche. The fact that he's not completely screamingly insane is a testament to his mental resilience. He's stubborn, and defiantly optimistic, but he's used to concealing these qualities.
He retains some coping mechanisms from his time as the Helmsman, particularly his deep ambivalence about both the Condesce and his role, which could almost be called a version of Stockholm Syndrome. In true Gemini fashion, his feelings about them are split cleanly down the middle, half hatred and resentment, half a feeling that they had become necessary to him. The Condesce extended his life, and is canonically said to have become fond of him; I imagine Psii would have, if only for his own sanity, come to accept her as the only contact he was ever likely to have with another living troll. But he would never forget that none of it was his choice.
Similarly, the canon art that exists of Psii as the Helmsman shows that he literally became part of the ship he was piloting, and heavily implies he was grafted to it by means of organic technology, and controlled it through his psionic powers. I think that, however involuntary it was that the ship became an extension of himself, he would be traumatized by being separated from it; it's all he's known for centuries, and it represented the only autonomy that was left to him.
In summary: he was a cocky kid who thought he and his friends could change the world, who had this hope crushed horribly, and lost himself in some ways, but guarded the core of who he was long past any reasonable optimism.
Why is your character a good fit for the setting of Soul Campaign, and what will they do once they are in the game?
Psii will probably flip out upon arrival, and will probably instinctively try to merge with any technology that might be around. Of course, he'll discover very quickly that he can't.
He'll have to recover from his death, both physically and mentally, and learn how to live in his own body again, without his powers. Once he does, I think he'll be grateful to BREW and Shibusen for saving him, and will want to do what he can to help them in return.
I think he's a good fit for the setting because he's known war and conflict for most of his life. He's been through a lot, and could handle anything Death City would throw at him. I think one thing his experiences never managed to extinguish is hope, however deeply he buried it, and I think that will serve him well in this setting.

His soul is half red and half blue, the dividing line vertical right down the middle. It has two sets of troll horns, like Psii himself, and is making a lineface expression.
(Weapon Form) / Ability:
Psii's weapon form would be the goggles with blue and red lenses, which can be seen in this picture: http://images3.wikia.nocookie.net/__cb57090/mspaintadventures/images/c/cf/Omg.png. They would give his Meister a limited version of Psii's telekinetic powers, based on mental control over energy, with three different attacks, depending on the strength of the resonance. The first, which can be used upon achieving any resonance, is a brief shock that will disorient an enemy (and the blue lens of the goggles will glow when this is used). The next, which requires good resonance, is a short energy blast that will do physical damage, capable of knocking over an opponent or doing slight damage to structures; it will last long enough to "contact" the target, and the red lens will light up. The highest attack, which needs very strong resonance to work and will light up both goggle lenses, will let the Meister direct tendrils of psionic energy at a target, to damage or physically manipulate it, and is strong enough to injure an enemy, take out a Kishin Egg, or do structural damage to a building. The more closely they approach perfect resonance, the longer this attack can be sustained, up to several minutes, and the more control the Meister will have over the effect. All the attacks are short-lived, and the strongest needs a lot of energy to achieve and sustain, so it requires a recovery period of about 10 minutes before it can be used again.
